Manawatu District Plan Review



The District Plan is a significant legal document which affects the day-to-day lives of everybody who lives and works in the district. It is essentially the day-to-day rule book and game plan for our District.

Under the RMA, we have to review each provision of the District Plan every ten years. Much of our current District Plan has not changed since it came into force on 1 December 2002.

Apart from the legal requirement, we believe we need to respond to new issues, opportunities and the direction our community wants to take. While the District Plan became operative in 2002, it was originally notified in 1998. This means that much of the research and analysis relates to the early 1990s.

The age of parts of the District Plan isn’t necessarily a problem. Some aspects may represent ‘tried and trusted’ approaches or basic principles that are virtually timeless, such as sustainable development. However, even if some of the principles underlying the District Plan remain the same, we need to think about new pressures or emerging issues that have arisen over the past decade.

Our district has seen some big changes over the past ten years since the last District Plan was developed. The way we have come to think about what we want to happen in our district has changed a lot in that time too. So it is important that we work together to develop a new plan to prepare ourselves for the future. Based on Council’s experience, the Discussion Document (6.1MB pdf) sets out what Council believes are the most significant resource management issues for Manawatu. It is a starting point for working with the community to identify what you think requires attention as part of the District Plan review.

District Plan Review Process

The review process is a detailed investigation which will take time to complete properly. This is your opportunity to shape the future of our places, our homes and our communities.

The review process began by Council identifying what it believes are currently the most significant resource management issues for Manawatu.

A Discussion Document was publicly released to seek and understand community views on the significant resource management issues which they sought to be addressed in the District Plan review. Council received a wide range of feedback on the Discussion Document where the community identified a diverse set of issues they sought be addressed in the review.

In response to this feedback and the wide range of resource management issues to be addressed in the review, Council has decided to undertake the review in a staged manner. Council will progressively review each section of the District Plan starting with the issues under the greatest pressures. It is anticipated the majority of the review will be undertaken in 2012-2013.

Sectional Manawatu District Plan Timeline

The first issues to be reviewed are associated with the Feilding urban area. These issues include new development and activities in the Feilding central business district, industrial development and residential development (e.g. houses and garages). This first part of the review will also consider areas where Feilding could expand for residential and industrial development.

Ongoing community input will be an important part of the review process, and your view will be sought at regular opportunities. Opportunities for your input will be displayed on this webpage, as well as items published in the weekly Council “Bulletin” in the Feilding Herald.
